There can be slightly delayed notifications via the Facebook app which I contribute to either network congestion / dropped Wi-Fi or the app simply hasn't properly sent out the notifications in good time.
Facebook is one of the apps known as a vampire app as it's designed to work in the background.
Double check the permissions in the app via Settings > Apps > Facebook > Look at the preferences such as backround one's.
In this section also go into storage and clear the cache of the app.
Also look at the various settings in the app.
And re double check the notifications settings.

I'm bombarded regularly with likes and comments. (You're logged in, right?)
If you've looked in Settings / Notifications / App notifications / Facebook and everything seems fine, I'd uninstall Facebook and reinstall it.
Go to Settings / Apps / Facebook, click on storage and delete cache. (You'll also see Notifications listed there under App info as well.)
Apart from that, I don't have any more ideas.
