App notification sound option missing

after the last update I can no longer pick a sound notification for apps, Notification Categories is gone and replaced with Configure In "Messages" or "Facebook" or what ever app it is.  

I even wiped it after it updates still the same issue

Notification Categories is not there its replaced with Configure In XXXXX and does not work like it once did
