Why would you need to use a password just to switch it off

In case someone stole it or I lose it, they couldn't turn off

Open settings on your phone. Then go to your Samsung account. You'll find password in security and privacy. Not sure if you can set it up to actually use pin to power off all the time. Mine asks for my password or fingerprint when powering down, then other times it doesn't.

My understanding is that if the phone is locked and one tries to turn it off, it will ask for a password/fingerprint/pattern (if one is set). When it is unlocked, it will just turn off.

Well if your phone is locked and someone tries to switch it off it will ask for a pass code or biometrics to power it off
