It sounds like the issue could be is with app itself so maybe approach barclays support. It works fine outside secure folder

Having the same issue with my new S22 and getting an interminable runaround from Barclays, I got a definite response today.
In short, their IT team have confirmed that their mobile banking app is incompatible with the secure folder on some Samsung phones 'for some reason unknown to them'. Probably due to a lack of curiosity and/or concern. There's another thread reporting the same issue in March 2020!
This might only affect the more recent Samsung models/Andoid versions as the app worked perfectly well on my S8.
The outcome is that if you get a T0020 error message, the app won't work inside your secure folder, whatever you try!
It should work outside the secure folder - but that's not the point. Other banking apps work can be activated inside my secure folder where they should be put for added protection.
I urged the Barclays adviser to at last get the code added to their online list of error codes so their customer services can immediately advise customers to give up hope of getting the app to work inside their Samsung secure folder.
But time will tell - they've evidently shown no corporate concern or urgency up til now.

S24+ and secure folder install still gives the T0020 error and then just spins whilst 'submitting data'

That's one of the many frustrating reasons I no longer bank with Barclays - inadequate customer service
