Try forced restart/soft reboot by simultaneously pressing and holding the Power button and Volume Down button for about 10 seconds until the device vibrates and restarts.
Cache reset
Before starting plug device into a laptop/ PC;
1. Turn off the device
2. Press and hold the Volume Up and Side keys simultaneously
3. Release the keys when the Android logo appears
4. Use the Volume keys to navigate to Wipe cache partition
5. Press the Side key to select Wipe cache partition
6. Confirm your selection with the Power button
7. Select Yes and confirm again
8. Select Reboot system now and confirm
9. Wait for the device to restart

Samsung is not bearing any cost. They are not even owning to the this issue yet and have not confirmed any fix. Our only hope is to wait for the next release to fix this issue, or move away from Samsung once and for all. Have been using Samsung phones since 2010, but really disappointed this time.
Wipe partition clean, safe more restart nothing resolves issue, You would be lucky to get out of the boot loop, but the problem won't go away.
