Optimising apps during a restart

After the Android 13 One UI5 update, quite often Optimizing Apps and two cog wheels appear on a screen. This only takes a few seconds and then the restart continue.

Has anyone experienced this?

Is this normal? If not does anyone know what might be wrong?
