My thoughts is that the phone and software isn't at fault here but instead your network and connection.
Try a Network reset found in your General Management section.

I have 3 devices that all had their notifications stop working after the last update. Now my security system app notifications stop working ALL THE TIME. When opening app, then hundreds come through at once.
It's like the update made apps not respect their chosen battery optimization settings.
It's been a never ending fight trying to keep apps running in the background properly, and Samsung pushes updates that break important things more often than fixing them. My work finally removed Samsung from list of approved devices for running anything critical from, which sucks because now I have to carry yet another device with me.
