Notifications not coming on mobile data

Why are notifications not coming normally when even background data is enabled for apps?

I appreciate your a regular here @Adi0 so will assume you have checked your phone's settings and apps preferences. 

Do go through all the available troubleshooting steps please and hopefully you'll resolve this or it'll self resolve itself.

@Adi0: Is this issue affecting all applications, or just certain ones? If you head to Settings > Connections > Data usage > Data saver, is this feature toggled off?

Also make sure that the power saving toggle in the quick settings panel has not been activated.

Yup and battery saver is turned off. It affects some apps.
