To access voicemail, are you clicking on the notification, or physically dialling 901?

You could try leaving yourself a message, then dialling into voicemail and listening to the message before deleting it, to see if this helps.

I am having the exact same problem. When I go into the Phone > Settings > Voicemail > Notifications, the Allow Notifications option is greyed out (I cannot turn it off). I have T-Mobile, Visual Voicemail, and Voicemail apps blocked. I still have a voicemail notification I can't turn off: "Phone services New Voicemail T-Mobile"
Please help. This is so frustrating.

Mine has a visual voicemail app. I thought using the app would fix my problem would work but it didn’t.
SOLUTION
Set up visual voicemail WITHIN the phone app. Select the menu at the top right of the phone app and then select visual voicemail. Follow the prompts from there.
