Well it seems some phones have this while others don't
So this is a puzzling thing.
Be interesting if this is on unlocked direct from Samsung phones.
Or is this an optional thing that carriers can have installed for data restrictions or something to do with that.
I know other manufacturers have sometimes a similar thing, like in that article, OnePlus.
Hopefully this is just needs a software fix to sort it out

The Game Optimizing Service seemingly does this to preserve battery life, but it can’t be disabled, and sneakily it doesn’t affect benchmarking apps – so they’ll report higher performance than you’re actually likely to get ...Shame on Samsung !!
