Just Disable Auto Scan Malware From
Settings > Battery & Device Care > Click On 3 Dots On Top Right Corner > Automation > Disable Auto Malware Scan

Try changing your processing speed from optimization to high I noticed once I changed this I noticed the time it took for apps to install was a lot faster almost instantly, and I'm currently using a s22 ultra

Hi, my phone is S21 FE 5G, android 13, One UI ver 5.0, the solution is Setting> Battery and Device Care > Device Protection > on the top click triple dot, choose Device protection settings > unchecked Auto scan when installing apps. Done
Then try install some app from Play Store, compare before and after

Yes it is a samsung issue. Caused by samsungs own scanning system. Turn this off and it will get fixed. Here's a tutorial for that https://youtu.be/kzeWJ_eTHKA
