@sweet5: I'm sorry to hear that you have encountered this issue. Please can you try removing your SIM card, restart your S10, then put the SIM back in to see if this helps? Head to the Phone app > Tap the 3 dots in the top right > Settings > Wi-Fi Calling, or swipe from the top of the screen to the bottom using two fingers to check for the Quick Panel icon.
