Updates are sent out in waves dependent on phone model, build and serial number along with the region your in.
Sometimes a branded Samsung phone i.e one supplied by a network may have it's own schedule as some networks want to test the update to ensure it does not clash with it's networks apps and features before allowing Samsung to push it out.
