I've installed smart switch on my PC, as well as another Samsung drivers pack. I've tried a thousand cables, including just a straight USB 3 A to A with a A to C adapter... even bought a cable of Amazon that said data transfer just to make sure I wasn't crazy. Absolutely nothing happens on the computer when I plug it in. Device manager shows nothing.. no portable devices.. no loading. Completely non-existent. I've tried every port. The only thing that pops up on my phone is slow charging. It doesn't ask me anything or give me options in the drop down menu. I went into developer options and changed USB to default file transfer and then media. Nothing. I tried my Chromebook too. Nothing. I was sure my USB port was fried or something but then I used a usb3 sabrent adapter to connect an HDD and it mounts the storage fine. No issues at all. Reads everything......
What is happening here?

I can appreciate how frustrating this must be for you 🤔
At first like you I thought it must be the cable your using ,however I see you've used various options.
Just as a starting point use a 🔦 to check fkr any build up of foreign debris in the phone's charging port. Thjs can cause weird hiccups.
If you perform a forum search you may find existing threads with some further help or guidence within.

There are a multitude of various troubleshooting steps via a Google Search so way too many to pop here. I'm sure you've already performed a Google Search however continuing to go through as many as possible may help.
Sometimes Reddit is a good source of troubleshooting.

Some Troubleshooting here (some of it mentioned in the thread linked)
you may need to set a default via Developer Options? Developer Options-Default USB Configuration, Transferring Files. If Developer options not set up Go to Settings-About Phone and tap Build Number 7 times. Will need to enter password ,Pin or Pattern at this point. If that does not fix it try to reset the settings of the USB port of your phone. To do this, go to Applications and Activate "Show system applications" by tapping the 3 lines to the right of Your Apps, select ok.
Find the USB settings app and in storage, delete the cache and data. Restart the device and see if that helps.

I think try to replace the charging port because it also happened to me until I replaced the charging port, although it wasn't the Galaxy Note 10
