WebRTC on Samsung Galaxy A12

I have tried a number of sample apps (https://webrtc.github.io/samples/) as well as appr.tc on Chrome 96 (96.04.4664.92) as well as the Samsung Internet browser (14.2.4.1) on a Samsung Galaxy A12 running Android 11... 

In each of the cases, video plays but peer connection never seems to establish.  It appears that ICE gathering never completes based on the console logs (inspected on another device) but I can not say for sure.  In the case of test.webrtc.org specifically, the "Udp enabled" step never completes.

I have attempted these connections on a WiFi network and the cellular network with the same result.

Other devices including other Android devices running Chrome are working as expected.

Any ideas on what to try next?

Samsung a12 doesn't support casting
You mabe able to using Chromecast

Have you tried using Firefox?

Yes, some of the functionality is available in Firefox, just not in Chrome, Edge, or Samsung's browser.  This also seemingly effects apps built using WebView, but I cannot verify that.
