Hello everyone I am new on here.and trying to turn off VPN on this new phone. It won't go any further in setting up until I do. Can anyone help please?

This is a little confusing. Usually a user has to pay and subscribe to a VPN service to add protection to their browsing and privacy. The virtual private network means that you are protected in most situations.
Do you have a VPN subscription on your phone ? You would have needed to pay to subscribe to a VPN. as phones are not generally preinstalled with VPN software or an account.
You mention you need to turn this off, as your startup of the phone will not continue? Can you provide any other information that may helpful ?
Have you ever had a Google one account with the in-built VPN supplied with Google? This is probably the only thing I can think of. Google VPN has been discontinued and no longer available to Google One subscribers.

The only thing I can think of is a mobile plan. I got a Samsung phone of eBay. It was a US model and during initial setup it refused to go past setting up a mobile connection by inserting a SIM card. Setup ran fine after inserting a SIM card.
