I am getting an error message stating security policy prevents use of Camera every time I try to use the camera.
I have tried all the options to resolve the issue including clearing cache and data, soft restart, disabling sensors basically everything I have read or watched on the internet.
Any ideas how to resolve this?

Clear the phone's system cache files partition > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to hook up to a Computer or insert your earphones to enter into recovery mode.
If no joy Try Safe Mode @Fatjason

As a final resort back up and factory reset may be an option.

@Fatjason - Did you ever figure out how to fix the camera? My S21 ultra started w/ the message a few days ago, and my mic doesn't work either. I too have changed every setting and tried every suggestion but factory reset. did you factory reset? did it work? im really trying to avoid that option...
