It's possible that Samsung Pass / Wallet isn't available in your region.
Also if a phone's software has been changed i.e rooted this can trip Knox and thus stop banking apps.
There is Google Wallet / Pass as an option @rockabillyguy
Certain A models of Samsung phone's also may not be compatible.
Use Samsung Wallet on your Galaxy phone.
