Be sure that the contact hasn't blocked you, and that you haven't blocked them, even by accident.
Try deleting the number and re-adding it.

What messaging app you using? Is it samsung messages or Google messages?
Go to settings > apps > Google messages (or samsung messages) > storage > clear cache
Make sure all permissions allowed to messaging app, and make sure there's person haven't blocked you, to double check you can call that person and see if it goes to voicemail straight away or it rings.

I can appreciate how incredibly frustrating this must be for you.
Can you receive text messages from the one contact your experiencing these issues with.
Can you pop your sim card in another phone to then send a message and see what happens 🤔
I would suggest to contact your Network to advise them of the issue if the problem persists with your sim in another phone.
May I suggest to perform a forum search as you may find already existing threads with help and advice within.

@ppa5s: Are you able to clarify if you're using Samsung Messages or Google Messages, as this will be helpful as part of the troubleshooting process (due to the menus and options differing between apps)?
Are you still able to call the affected contact? Are you attempting to send a message with a file or photo attached? If so, please try enabling mobile data, or contact your network to enquire about any restrictions which might prevent you from sending MMS messages, such as a spend cap or data limits.
