I just checked my phone to see when It last auto optimized

And it was 3 days ago it hasn't been optimising and. Not sure why as I have it set up to automatically

If you go into settings
Battery and device care
Tap on the 3 dots on the top right
Go into Automation
There you should see a optimise daily option

If you tap on the writing, you can set the time to do it and also close the apps as well

Yes I have it set to 3am every morning but the last restart was 3 days ago

Ah you are asking about restarting
In the automation section
Tap on the writing and you can set the auto restart and what days you want it to restart on

HI @mcfckippax  In addition to @Glenntech 's post your device will only restart when the screen is off and phone not  being used, the battery is above 30% and sim card lock is off.

To be honest
My phones are just fine restarting once a week.
You only really run into issues if the phones not restarted after a very long period.
Personally I also once a week actually turn off the phone before after a few seconds turning it back on
If you have selected to do it daily, and it's not. I'm not sure then
