It's means your phone is not receiving any network signal. Try rebooting your phone, if it's still the same then check your sim card(s) otherwise speak to your network provider.

@jaydent: Is the issue persistent in all locations, or just certain ones? If it's the latter, then you may be in a low signal area, in which case I recommend contacting your network provider directly to enquire about any known issues with the service in your current location.
