Try a forced reboot by holding down the volume down key and power button simultaneously for more than 7 seconds to restart it. When your phone resets, you will feel it vibrate.
If this is the Playstore App itself then long hold on the app icon and tap on i , and tap on Storage and Clear Cache.
If that does not help then another generic troubleshooting step is to Clear the Phone's System Partition Cache Files Section.
Ultimately a back up and factory reset as a very last resort may help.

Some Google Play system updates are small and the date doesn't change when you install them. I had one for 12MB recently and it's still showing November. It's only when you get the bigger updates that the date changes.
