that's normal and been this way for about a decade or more. it shows the cell coverage from any available carrier in case for emergencies like 999

Thanks for that only just noticed this haven't really seen it with other phone manufacturers.

As @Azzymann has already mentioned (Thank you!) the signal bars remain visible even after removing the SIM card from the slot to report that there is still cell coverage available, and that it can be accessed in case of emergencies 😊.
