If still an issue with Messaging are you using standard Texts/chat and are you receiving error Messages. is the issue on Data or Wifi? In any case idea try a soft Reset, Hold the Power and Volume Down Button until the screen turns off, the Device will automatically Reboot. However may need to reset connections, General Management-Reset-Reset Network Settings.
If issues persist try reinserting Sim card, otherwise may need to connect your Network though.

As @Tehki8 said, WhatsApp had some sort of major global outage, so I would associate your case with this issue.
