Is there a way to do a smart switch between devices if one is broken. The screen on my old phone has stopped working so bought a new phone and can't do the smart switch. Is there a way to switch things over since I can't do anything on the broken phone?

It's just black. It was intermittent on and off then just stopped coming back on. the phone still works my alarm has been going off in the morning. I was told by a local repair shop it may be that the mother board isn't supplying enough power to screen.

Unless you backed up your device to a PC beforehand, I don't believe so—best to get it repaired, as you can't without a display.
Remember, most of the data is saved on the cloud anyway, so if you log into your Samsung account on a new device, it should move over quite a lot anyway.

The phone is with a repair shop now so hopefully it is a faulty connector and is an easy fix / screen swap but he didn't sound too optimistic

Personally, I would have done it through an official Samsung repair centre...

I went with someone I have used in the past but if they have no luck I will be at the nearest store soon. Thanks for the advice
