Hi, I have same problem, solving this for more than 4 weeks. S25U + GW8 LTE. Most important is, that I have same phone number in mobile and in watch! In this case, O2 provider confirm to me, that sending SMS (via LTE but w/o phone on line) is not possible! 😞 Sending SMS via mobile use 4G/LTE network bit in the watch, they use just 2G network. This is the reason, why SMS can not be sent. If you activate new phone number, just for your smart watches, then it will work, independently. Solution for us, who have same number in mobile + watches is the RCS messages fo Wear OS, Google is just working on it, so hope to have it in coming months.
