Samsung watch ultra can't answer incoming calls

On my new Ultra when connected via Bluetooth to my phone if a call comes in the phone and the watch ring. if I tap the green icon on the watch nothing happens. If I swipe the green icon up the call drops out and I go back to the normal watch face screen. what am I doing wrong?

Try restarting both watch and phone

Restarting both the Phone and Watch worked, previously I only tried to restart the watch.
