I've had my Fit3 for a couple of weeks now but I only just started having this issue last night when the watch was in do not disturb mode. (I don't know if that is relevant but thought I would mention it.) When I try to swipe down from the top to access the Quick Panel nothing happens. (This is during the day as well so not just in DND mode.) Swiping up or left and right works fine to access those screens, and if I swipe up from the bottom for the settings etc. I can still swipe down to go back to the watch face but swiping down on the watch face no longer brings up the Quick Panel.
Things I have tried: 1) Restarting the watch (more than once), 2) Resetting the watch and restoring from a back up, 3) Resetting and not restoring from back up, 4) Changing the Watch Face style, 5) Using the Wearables app on my phone moving the positions of the icons and saving the changes to see if that has any effect.
Curiously the only thing I can find that will give me back access for all four menu directions is if I change the button location from the right side to the left in the Orientation settings but if I change it back the swipe down no longer works. This leads me to think that it must be a software based issue rather than a physical one.
Is there anything else that I could try? Is this a bug that needs reporting and if so where can I do that?

The logic of swipe down from main screen is strange. You have to swipe down from the top EDGE not the central area to call the quick panel out.

I know this is how it's supposed to work and it had been working perfectly for a few weeks but it suddenly stopped working and will only work if I change the button orientation to the left side and effectively wear the watch upside down.
