I know that this is not what you would like to hear. However, what @kingtom said is right: The ECG feature and Samsung Health Monitor app are available exclusively on Samsung Galaxy phones and watches at the moment.

Yes, it is the solution. It was known right from the start that ECG and blood pressure monitoring were only certified to work with Samsung smartphones. So, since you don't have a Samsung smartphone, you won't be able to use it.

I specifically bought the Galaxy Watch 4 for its ECG function only to find out it is locked into some kind of anti competitive setup where it only works if you also stump up for a Samsung phone.  I will be sending the watch back for a refund as it does not do what it is advertised to do.
