As a matter of interest where did you purchase your Galaxy Buds 2,was it an authorised Samsung seller? Ensure the phone is within 10 metres of the earbuds and that you have the latest version of the wearable App. An idea to put the buds back in the case and close the lid. Wait for the light on the case to go out, about 7 seconds, and then try to connect the earbuds again.
you could try a soft Reset, Hold the power and volume Down Buttons for around 10 seconds until the Device Reboots to see if that makes a difference. Have you tried unpairing and connecting again, clearing the cache and Data of the wearable app and/or reinstalling the app?

When it comes to our Galaxy Buds series, you need to let the Galaxy Wearables app do all the pairing for you, rather than manually pairing them through your Bluetooth settings. First thing to do is unpair them. If you have a Galaxy phone, you can do this through Settings > Connections > Bluetooth > Settings Gear icon next to the Buds > Unpair.
Place the Buds in the case > Close the case for 30 seconds > Open the Case > Open the Galaxy Wearables app > Get Started > Choose your Buds 2 and let the the app get to work. If you have other Wearables already, you will need to tap the 3 Lines instead (top left) > Add New Device.
