I find an odd occurrence when the watch is unable to restore backup. It worked on the first instance but any subsequence instance causes it to fail.
I connected Galaxy Watch6 # to the Galaxy S23 Ultra and it fails to restore backup. To test I connect it to my backup Galaxy Z Fold6 and it restores the backup. However, I reset the watch to reconnect Galaxy S23 Ultra , which fails. But annoyingly now even restore from the Fold6 fail.

I've never personally experienced a back up / restore not completing.
Certainly sounds like a tech glitch. 🤔
May I suggest to perform a forum search as you may find already existing threads with help and advice within.

I'm having the same problem... Watch 7 Ultra, keep resetting and cannot restore due WI FI Direct lost connectivity

I just got the restore working by deleting my home WIFI connection on the watch and phone...
My router provides WIFI-7, no sure if that was the problem but like I said "forgetting" the WIFI on both (watch and phone) did the trick and the restore worked.

Same problem. Same devices.
I wouldn't need to restore but this is the 5th time my watch and phone have lost connection and would not reconnect without resetting the watch. Each other time I was upset, but happy to have had a backup. Now the backup won't work. 🗑️ 🗑️🗑️🗑️🗑️🗑️
