SOLUTION: Repair techs came out ready to replace the entire front panel, but after reviewing some Picture settings, an adjustment was made to change the Contrast Enhancer from High to Off. That did the trick. No more blotchiness on those limited scenes. Picture quality looks great.

Do not use any HDMI. Using hard wired Ethernet internet feed to drive apps like YouTubeTV.

@BobbyBoy63: If you head to Settings > Support > Device Care > Self Diagnosis > Picture Test, is the issue present in the sample image? Similarly, do you encounter the problem on all channels and sources?

Device Care is greyed out. If I try to select it, it says “This function isn’t available”

@BobbyBoy63: If you are using an app when you attempt to access Device Care, then the option will not be available. With this in mind, please close any apps that are open, then follow the steps in my previous reply.

I was able to get into the Device Care and review the Picture Test. Display looked good. This issue does not occur a lot. Happened while watching SNL on Sunday and Bachelor last week.
Samsung Support coming out to look at it next Monday.

We have another Samsung TV and I can pull up the same YoutubeTV broadcast and do not see the blotchy issue.
