Are you using a custom launcher? I've had the same issue a few times using nova launcher on my Fold 5

how exactly do I do that

Turn off your phone then connect to PC, macbook, tv etc then press and hold power and volume up button until samsung logo appears then quickly release power button and keep holding volume up until boot menu appears then using volume down button navigate to wipe cache partition press power button and restart your phone
