Tab A8 came with used charging brick?

Got my tab a8 today and it was all sealed but it came with what looks like a charging brick that was used? It's got scratches all over it.

Photo looks a bit like it still has a plastic shipping film on it ?

No, it didn't come with a film on it either. I just tried to get the light onto it to show the scratches
