I am charging my Samsung Tab A9+ with an Anker PD 65W charger. This charger works on a Samsung S7+ in 25W Super Fast Charging Mode.
However charging on the Tab A9+, charging is very slow, no matter whether I turn on fast charging in settings or not. I connected a measuring dongle and it shows 5W (5V/1A) instead of the 15W that tablet is supposed to be capable of.
Am I missing something here?

I figured out that I need to toggle fast charging off and on and then fast charging works with 15W. This seems to be a SW fault in the Samsung OS.

Unfortunately the fast charging setting does not stay in place after a restart, even if the switch in settings is turned on. I then have to toggle the switch off and back on to re-enable fast charging behaviour.
This really looks like a bug

Yeah I've been having this exact same problem, with fast charging enabled in settings, it defaults to slow charging. I have to disable and re-enable fast charging everytime I plug in a cord. Really hoping it gets fixed in a software update soon

Mine started not charging when switched off when I got the One UI 7 Android 15 update. I tried everything, then swapped to a 45-watt charger, and now it charges when switched off as well. I don't know why because the 25-watt charger and cable I have work with the S23 Ultra and the Tab A7, which also supports 15-watt charging.
