S8 tablet changing video format.

Is there any reason the UHD format video on my S23 Ultra can't be down scale say to FHD on my S8 tablet as it doesn't give the options and says lite editor.

However dies of my S23 Ultra. Have I missed something and I am a content creator.

@NHPIXELSPHOTOGRAPHY: Are you referring to videos captured in the Camera app? If so, this should be possible enabling Video Mode, then tapping on the resolution option above the viewfinder, and choosing from the available options. 

If you are editing a video, tap the 3 dots in the top right, select 'Size and format', choose from the available options, the hit Done > Save

It doesn't give me the option to size and format. I have all current software and updates.
