Tried to use tablet first thing in the morning and met with "please try again in 30 seconds" message after entering pin. Have not changed pin at all and can't force restart the device. Is there another way to fix this without letting the battery run out?

have you tried the force restart in the link below. (power & volume down for 7 seconds)

I had the same issue this evening. Force restart fixed it.
