Start Up and Initialize after battery reaches 10%

Hello, 

I have a S21 Ultra, I have a suggestion for next software update.

When a user plugs in charger to a switched off mobile, after the battery reaches to 10% can the phone be turned on and synced to receive emails and/or calls/missed call notifications? I think this is very crucial for any phone, just like iPhone turns on after certain charge time. 

I also found that, nothing inside the phone gets synced unless I type in the password. Could this be fixed?
