LC3 codec and Galaxy Buds integration

1) Implement LC3 codec. It was in OneUI 6 Beta,but was "removed" from release version.

2) Add feature,when case will transmitt battery level of earpice/case itself using Bluetooth Low Energy. Now we need connect buds to see battery level
