Custom wallpaper app and colour palette

Please add support for when a third party wallpaper app sets the wallpaper that the colour palette (if enabled) detects this change and dynamically changes the colour. 

I mentioned this when beta testing One UI 6 and still hasn't been implemented. Pixel does this so seamlessly.
