Power Saving Mode is meant to reduce the battery discharge that's why always 60hz is used.
If there are let's say 30 kudos added to your post, I'll pass your idea on to our team of developers so that they can decide if there is a chance for this option to be introduced 😉.

How is this not already an option? We can choose to still use always on display or use full cpu power or 5g, but refreshrate is always locked?

100% agree! My S23 ultra has adaptive refresh rate so I may actually save battery with it on since it goes from 24 to 120 hz depending on use. I use power saving mode to turn off background data usage by apps. That is my number 1 reason for enabling power saving mode. I only disable it while charging and all my apps do their background syncs then. But 60 hz refresh rate noticeably impacts reading for me. It is much more laggy when scrolling long articles. If we can turn off the CPU limiter, why can't we turn off the 60 hz refresh rate limit?! If 120 hz adaptive refresh can cause issues while power saving mode is turned on, give us a warning and let us try it for ourselves. I wish I could just turn off power saving mode, but my battery life goes from 24 hours to 3 hours without it and it is ONLY because of rampant background app usage. I have CPU limit off, 5g on, and I want 120 hz adaptive refresh that is much less power hungry than older versions. It's time for Samsung to make this change or at least put it in a good lock module or allow routines to override this power saving mode "feature".

Why is it still not being implemented? It's been a year and I am another user who wish to get such flexibility in term of power saving setting.

You seem to forget that there are four other features that power saving mode disables. How can you back up Samsung on this. The 120 Hz is a feature that I can't let go, while the other four have 0 impact on my usage. Even if they save a fraction of what disabling the 120 Hz would, I will still keep the 120 Hz and turn off the rest.
