Apparently Google is working on a Handoff for Android. This would work similarly to the integration between iphones and Macbooks.
It seems that this would involve notification syncing, file sharing, and app continuity across your devices. So there would be integration with Windows PC's and different from Link with Windows which only works one way. However this would require cooperation from Microsoft.
