I just use an app called "Video Compressor." No need to upload/download from a website. In most cases it works just fine and the encoding algorithm is significantly better than Samsungs. I also like the fact that I have a lot of flexibility/options. If the video is intended to be shared once and disregard afterwards I can even change the audio settings to save even more storage space. Most of the time I'm looking to get videos under 15Mb as that's the limit for where I share a lot of videos. Using the app I can scale both the video and audio resolution/sample rate to get even longer videos in the order of several minutes under the threshold.
