I can't roll back using smart switch on a PC? I've downloaded the app and connect my phone. However it just gives me the back up or restore options neither of which can downgrade my phone back to one ui 7?

Have you withdrawn from the beta program?

If you go to this link and scroll down to the FAQ and type rollback. It should help you with rolling back. You need to make sure you're withdrawn from the program first I believe.
