When I swipe down from the top, left or right, along with the centre of the screen I always get the reduced menu. 

I've seen where it's mentioned that a swipe from left or right can be customised to do a full or short menu. 

Is it a bug that I don't have that feature?

I believe the default is for the right side of the screen to open the full menu (or it was in beta 1).
If you would like to customise how the notification shade opens, you can download Quick Star for Good Lock which allows you to choose which side opens which version of the notification shade and how much of the screen to allow for each. You can also choose which icons are displayed - it's a great app 👍🏼
