When there is a notification bling and we try to go to the notification bar, the new notification is not showing on top of the old notification.

I conclude from your description that this is a problem for the developers to look at. Please report it in Samsung Members app > Error report. The report should be submitted 2-3 minutes after the error occurs to ensure that log files are generated. 🙂
