Can anyone tell me how I join the galaxy watch ui beta program I can seem to find anything about it.

Via the Members app. It's currently only available in Korea and the US though.

Unfortunately they won't release the watch beta in Europe as it's only available in South Korea and the United States

From past history of watch beta it will not be. Usually only Korea/USA although not sure why its always been this way
