Regional Sim Unlock for S10

Please help my mother bought me an S10 in the Netherlands. Upon using it abroad, the sim says Regional Sim Lock. 

Is there any way for me to unlock this? I don't have an available European SIM card at the moment. I'm from the Philippines.

Hi! I tried to fill in a request without a receipt, but unfortunately this isn't allowed. Is there no way to receive the receipt via your mother?
