This problem started in a few weeks ago. When I connect bluetooth headphones or my car bluetooth to the s10e, it connects, and then a second or two later increases the volume to the maximum. This happens whether or not I've selected 'Media volume sync' under advanced options for Bluetooth. And I've deleted all the apps I've installed in the past several weeks (although I suppose it could be an update from an app I'd already installed).
I haven't seen the problem anywhere else; the only thing I can think to do is a factory reset, but I really don't want to go through that pain...

That's annoying! This indeed happens most of the time because of a third party app. It could be an updated app, so you can still use the recent updated apps list in the Google Play Store to check which apps have recently been updated.
There's something else you can try, and it requires you to enable the development settings on your phone. To do this, go to settings >> About Phone >> Software and tap the build number until it asks you for your PIN to enable the development settings.
Once enabled, you can find the development settings all the way down the settings menu. Under "Networking", look for "Disable absolute volume". This should keep the volume at the levels where you've put it. However, I'd still recommend you to try to find the cause of your volume issues, since this is of course just a workaround and not exactly perfect.
