S21 + sending calls directly to Voicemail

I have a Samsung Galaxy S21+ that for certain phone #'s, it's sending them straight to voicemail.  I've put in a new SIM card, went through all of my settings on the phone (blocked #'s and everything).  And still have this issue, but it's only with certain callers.  Any other idea's why this is happening?

Welcome to the Forum. May I ask, are you UK or US based (this is the UK Forum).

Either way, this feels like a network issue.

Can you try your sim in another device to see if you have the same issue?

Located in US. No I don't have another device to use with my "brand new" sim.  Verizon sent me a new sim to rule that out.

Might be better to reach out to the US Forum to see if other users in the US are having similar issues....
